KSG Marks Centenary Milestone: A Century of Shaping Kenya's Public Service
In a historic event marking its 100th anniversary, the Kenya School of Government (KSG) has graduated 432 Assistant County Commissioners (ACCs) with Diplomas in Public Administration. The ceremony, held at the Lower Kabete Campus on Monday, served as a springboard for the government to announce an ambitious, nation-wide initiative to integrate Artificial Intelligence (AI) and data-driven systems into public service.
The 7th Graduation and Induction Ceremony also witnessed over 1,000 public officers receiving various professional certifications. Simultaneously, it marked the conclusion of an intensive induction program for 530 newly appointed Deputy County Commissioners (DCCs) conducted across multiple KSG campuses, including Baringo, Matuga, Mombasa, and Kabete.

Stepping Into a Digital Future
Geoffrey Kiringa Ruku, the Cabinet Secretary for Public Service, Human Capital Development, and Special Programmes, presided over the milestone event. In his address, CS Ruku challenged civil servants to aggressively adopt emerging technologies, positioning AI capability as a requirement for the modern public servant.
"The Kenyan public service, and indeed our democracy, will increasingly depend on our ability to be transparent and responsive to the needs of the people we serve," CS Ruku stated. "All public servants should take advantage of the Kenya School of Government to acquire the knowledge and skills needed to harness opportunities presented by Artificial Intelligence as Kenya positions itself to become a leader in Africa."
The milestone celebration also included a major historical event: the official launch of the Rt. Hon. Raila Amolo Odinga Regional Leadership and Governance Academy. Unveiled during the centenary, the regional center is designed to provide executive leadership programs, policy dialogue, and governance research for public servants and elected officials from across the continent.
Resolving Civil Service Stagnation
Dr. Raymond Omollo, the Principal Secretary for Internal Security and National Administration, hailed the ceremony as a massive win for the National Government Administration Officers (NGAO) network, which comprises more than 18,000 officers.
According to Dr. Omollo, the state department has actively partnered with KSG to expand training opportunities and directly resolve decades of career stagnation within the NGAO cadre. This particular cohort represents the largest mass training and promotion exercise ever executed by the government at a single time.
As part of the structural restructuring following a directive from President William Ruto, a massive wave of promotions was confirmed:
•394 Assistant County Commissioners and Assistant Secretaries have been elevated to Senior status.
•431 Senior Assistant County Commissioners have been promoted to the rank of Deputy County Commissioners.
•100 administrative officers have successfully risen to the rank of Under Secretary.
National Government Administration Officers(NGAO) were lauded and elevated to various senior positions.
Expanding the Grassroots Footprint
Dr. Omollo emphasized that the new deployments are critical to successfully coordinating the state's Bottom-Up Economic Transformation Agenda (BETA) and driving security sector reforms. He observed that Kenya’s 400+ sub-counties offer a much wider, more effective administrative footprint for citizen interaction than the 290 political constituencies.
The high-profile ceremony drew a large delegation of key government leaders, including Attorney General Dorcas Oduor, Inspector General of Police Douglas Kanja, Public Service PS Dr. Jane Imbunya, Kisumu Governor Prof. Anyang' Nyong'o, KSG Governing Council Chairperson Justice (Rtd) Charles Nyachae, and KSG Director General Prof. Nura Mohamed.
